2.四川省監理行(xing)業從業人員:(1)辦(ban)理(li)省(sheng)監培(pei)訓報名、注冊(ce)、繳費(fei)、培(pei)訓資料(liao)領取發放等事宜;(2)轉出(chu)3名,轉(zhuan)入1名(ming),撤銷2

3.見證取(qu)樣(yang)(yang)送樣(yang)(yang)員證:辦理7月(yue)份到(dao)期的見證取(qu)樣證書(shu)年檢(jian)事(shi)宜

4.職(zhi)工職(zhi)稱:協助3名(ming)職工準備(bei)職稱評審資料,上交(jiao)2名(ming)職(zhi)工職(zhi)稱認證資料;

5.辦理綿陽(yang)市人防工(gong)程監(jian)理培訓報名,第一批(pi)24名職工已參(can)加培(pei)訓并(bing)取得(de)培(pei)訓合(he)格證(zheng);

6.部分職工取得專(zhuan)科或專(zhuan)升(sheng)本在職教(jiao)育畢業(ye)證掃描(miao)存檔。

(二)日常工作  

1.辦理公司省(sheng)級“守合(he)同重(zhong)信用”企業復查事宜(yi);

2.采(cai)購和發(fa)放(fang)防暑降(jiang)溫(wen)藥品;

3.協助完成**公司監理(li)資質(zhi)申請,辦理(li)**公司LOGO標志設計,下一步(bu)辦理省協會入會事宜;

4.慰問(wen)職工

1)向全體黨員及(ji)退役軍人(ren)職工發放慰問禮品

2)向職工(gong)發放高溫費

37-9月份共計發放49名(ming)職(zhi)工生(sheng)日慰問金、1名職工生子慰問(wen)金

4)發(fa)放中(zhong)秋節職工(gong)慰問(wen)品

5.發放職工夏季(ji)工作服,對接秋冬(dong)季(ji)工作服訂制事宜,起草《職工著裝管(guan)理辦(ban)法》;

6.7月1日組織(zhi)黨員(yuan)(yuan)開(kai)展慶“七一”主題黨員(yuan)(yuan)活動,731日組織開展公司黨員及退役軍人職工集體活動;

7.辦理2022年度監理企(qi)業(ye)自(zi)查報表資(zi)料上報,配合完成市造(zao)價站(zhan)年度造(zao)價企(qi)業(ye)動(dong)態核查;

8.按照部門工(gong)作計(ji)劃,收(shou)集新(xin)開工(gong)和在建(jian)項目效果圖(tu);

一、工作計劃(hua)完(wan)成情況

(一)項(xiang)目檢查

部門工(gong)作(zuo)檢查計劃(hua)已基本完成,按照《現(xian)行(xing)公司(si)經(jing)營(ying)管理制度匯編》、《職(zhi)工(gong)工(gong)作(zuo)實務(wu)手冊》規定和要求,7月(yue)至9月對23個項(xiang)目進行了檢查,對(dui)項(xiang)目監(jian)(jian)理部工(gong)作提(ti)出相(xiang)關要求,同(tong)時對(dui)人員廉政方(fang)面等情況進行回訪。項(xiang)目存(cun)在的問題詳見《現(xian)場監(jian)(jian)理工(gong)作檢查及整改記錄》、《公(gong)(gong)司(si)(si)(七月(yue)(yue))監(jian)(jian)管月(yue)(yue)報》、《公(gong)(gong)司(si)(si)(八月(yue)(yue))監(jian)(jian)管月(yue)(yue)報》、《公(gong)(gong)司(si)(si)(九月(yue)(yue))監(jian)(jian)管月(yue)(yue)報》。

(二)上級主管部門文件落實

公司(si)監管(guan)部對2022年7月(yue)~9月(yue)對(dui)綜合辦轉發國家、省(sheng)、市建設(she)行政主(zhu)管(guan)部門的:

1.中(zhong)華人民共和國住房和城鄉建設(she)部(bu)公告2021年第(di)214號(hao)關(guan)于發布《房屋建筑和市(shi)政基礎工(gong)程危機(ji)生產安(an)全施工(gong)工(gong)藝、設備(bei)和材(cai)料淘汰目錄(第一批)》;

2.綿住(zhu)建委發(fa)[2022]78號關于印發(fa)《開展全(quan)市住(zhu)建領(ling)域有(you)限空(kong)間作業安全(quan)生產專項整治工(gong)作方案》的通(tong)知;

3.綿陽市住(zhu)房和城鄉建設委員會(hui)《關于做(zuo)好2022年中秋國慶期(qi)間安全防范工(gong)作的通知》;

4.綿建(jian)監(jian)(jian)協(xie)(xie)[2022]9號綿陽市(shi)(shi)建(jian)設監(jian)(jian)理協(xie)(xie)會(hui)、綿陽市(shi)(shi)建(jian)筑(zhu)施工企業(ye)協(xie)(xie)會(hui)、綿陽市(shi)(shi)勘察設計協(xie)(xie)會(hui)關(guan)于(yu)開(kai)展(zhan)2022年度綿陽市建(jian)設(she)工程“綿州杯”優質工程評(ping)選工作的通知。

對以上(shang)4個文(wen)件(jian)進行了宣(xuan)貫(guan),并根據文(wen)件(jian)精神和通(tong)(tong)知(zhi)(zhi)要求針對(dui)性發出通(tong)(tong)知(zhi)(zhi),同時在對(dui)項目檢查、指導(dao)中,督促項目監理部(bu)按照(zhao)文(wen)件(jian)精神和相關公司工作要求認真貫(guan)徹落實(shi)。

(三)企業宣傳

每月對各項目監理部(bu)企(qi)業標語(yu)張掛情況進行了檢(jian)查和復(fu)查,目前(qian)具備條(tiao)件已設置企(qi)業標牌的(de)有16個項目(mu),共張掛24幅企業標牌,不具備條(tiao)件設置企業的有31個(ge)項目。

(四)監理費跟蹤

1.督促、跟蹤(zong)、催收并(bing)(bing)協助在建項目的(de)監理費,并(bing)(bing)建立了收費統計臺賬。

2.已(yi)收集完工(gong)項目審計報(bao)告或已(yi)收監理費尾款:朝陽(yang)景觀(guan)大道(dao)及芙(fu)蓉路過渡性污水(shui)工(gong)程、安(an)昌鎮(zhen)蔬(shu)菜新村(cun)安(an)置(zhi)房。

(五)總監管理(li)

2022年7月(yue)份:質安月(yue)報41個(ge)、總監履職表45個。

2022年8月份:質安月報44個、總(zong)監(jian)履職表(biao)41個。

2022年9月(yue)份:質(zhi)安月(yue)報38個、總監履職表44個。

已收集(ji)、檢(jian)查了各項目監(jian)理部(bu)報(bao)送的(de)總監(jian)履職表,每(mei)月及(ji)時(shi)(shi)更新在(zai)建(jian)工(gong)程動態表發并至機關工(gong)作群共享,提醒機關其他部(bu)門(men)及(ji)時(shi)(shi)了解工(gong)程進展情況和(he)工(gong)程相關數(shu)據,可(ke)隨時(shi)(shi)下載(zai)使用(yong)。同時(shi)(shi)公司監(jian)管部(bu)將按照差異化管理,結(jie)合現場實際(ji)情況,有針對性的(de)制訂(ding)出部(bu)門(men)的(de)月檢(jian)查計劃。

(六)人(ren)員安排及變(bian)更(geng)情況

2022年7-9月已調整(zheng)(zheng)、安排(pai)新開、調整(zheng)(zheng)及增(zeng)加項目(mu)(*****基礎(chu)設(she)施、西山公園云觀(guan)邊坡治理(li)及安(an)全設(she)施、九洲(zhou)(zhou)·覽山曉、華(hua)宇·錦繡璽岸、三匯·四季(ji)公園、九洲(zhou)(zhou)·江渚、領地東原·閱(yue)城(cheng)三期、九洲(zhou)(zhou)·北郡人(ren)才公寓、孵化大樓提升改造、科(ke)技(ji)城(cheng)**館、綿陽科技城(cheng)基礎設(she)施(shi)及功能配(pei)套(tao)、創業大道(dao)(dao)西(xi)延(yan)線(東段)下穿隧道(dao)(dao)、長虹大道(dao)(dao)北(bei)段142號資產(chan)維修提(ti)升(sheng)工(gong)(gong)程(cheng)、高技術產(chan)業園(yuan)、九(jiu)洲工(gong)(gong)業園(yuan)新(xin)建綜合(he)性(xing)工(gong)(gong)業廠房、***能區),共(gong)計45人次。配合建(jian)設單(dan)位搞(gao)好(hao)前期(qi)工作,及時(shi)更(geng)新人員(yuan)動態表,并上(shang)傳至(zhi)公司(si)機關工作群做到信息共享。

(七)職工項目(mu)補助計算

按照公司(si)相關規定,結合現階段項目(mu)實際情況、職工考勤(qin)表、行程記錄,完成對(dui)項目(mu)監理人員20227月~9月項目(mu)補助計算(suan)工作。

、日常工作情況

(一)資料收(shou)集

1.收集分公(gong)司的(de)在建動態及(ji)人員情(qing)況和部分項目的(de)業績資(zi)料。

2.協助柔性材料(liao)智能裁剪工作單(dan)元終端設備生(sheng)產基地(di)項(xiang)目建(jian)設單(dan)位完成了(le)與綿陽市檔案館移交。

3.工(gong)(gong)程檔案資料已(yi)移交公司:梓州府·楠溪月(yue)(商品房)項目一期工(gong)(gong)程、東原(yuan)·印江山二期、利爾化學產業化基地建(jian)設(she)-5#庫房、6#庫房土(tu)建工(gong)程、利爾化學多功能車間土(tu)建工(gong)程、****館空調改造工程、職業技術學校產教融合中心、梓潼瑞士名城(cheng)共計7個項目。

4.竣工驗收報告:仙(xian)海區農旅(lv)融合(he)振興(xing)鄉村一環湖景觀及節點打(da)造四(si)期、梓州府·楠溪月(商(shang)品房)項目一期、綿(mian)陽會展中心(xin)二期項目草溪河(he)綜合整治工(gong)程(cheng)(23個)、東原·印江山二期共計(ji)26個項目。

(二(er))其它(ta)工作

1.按時向建設主管部門上交了20227-9月質量、安全(quan)月報(bao),公司外地項(xiang)目及(ji)合作(zuo)項(xiang)目已將監理履職(zhi)體現情況(kuang)傳至(zhi)我部門,留下監理履職(zhi)痕跡。

2.審(shen)核(he)了項(xiang)目(mu)8次監理(li)規劃。

3.每月對在建項目及人員動態管理(li)、項目考核、業績(ji)資料等各項管理(li)臺(tai)帳(zhang)進行了清理(li)、更新。

4.配合財務部收(shou)取在建項(xiang)目(mu)和分公司項(xiang)目(mu)監理費,并督(du)促職工(gong)提交成(cheng)本(ben)發票。

5.疫情防(fang)控宣(xuan)貫(guan)及(ji)檢查。

6.約談個別(bie)職(zhi)工,對其近期工作(zuo)表現及下步工作(zuo)提出(chu)要求。

7.2022年812日與水(shui)務集團就項目管理、資料規定、監(jian)理收費等進行了交流。

8.2022年818日參(can)加省質安總站對(dui)東原鴻山啟城項目(mu)檢查。

9.2022年823日、24日組織公司(si)職工參加建筑施工安全(quan)培訓(xun)。

10.中秋節期(qi)間(jian)對(dui)6個項(xiang)目的(de)值班情況進行了檢(jian)查。

11.2022年96-99日,參加了省住建廳組織的對“9.5瀘定地震”應(ying)急(ji)評(ping)估工作,并在(zai)媒體(ti)作了報道,得到社(she)會好評(ping),展(zhan)現了正菱監(jian)理(li)公司的品牌和(he)良好形象。

12.2022年(nian)9月(yue)28日(ri)-9月(yue)29日組織了網上(shang)對強(qiang)制性工程建設規范的培訓。

三、下步主要工作
   1. 按照(zhao)公司年度計劃,梳(shu)理部門(men)各項工作(zuo),合理安排部門(men)下季度工作(zuo),確保(bao)部門(men)年度計劃完成。

2. 跟(gen)蹤主管部門對建筑工程(cheng)相關的文(wen)件規定,對項(xiang)目監理履職情況進(jin)行檢查;

3.對有三方飛(fei)檢(jian)的項目(mu)(mu)(如東原、九(jiu)洲、富臨、華宇(yu)等),收(shou)集項目(mu)(mu)檢(jian)查好的和存在(zai)問題情況,了解在(zai)該公(gong)司的排名,核查監理工作的履職(zhi)痕跡;

4.疫(yi)情(qing)防控形勢仍然嚴峻,督促、檢查各項目監理部按照政(zheng)府要求,對該項工(gong)作貫徹、落(luo)實(shi)情(qing)況;

5.檢(jian)查(cha)項目監(jian)理(li)部對冬期施工(gong)方案及(ji)措施落實情況;

6.按照差(cha)異化(hua)管理,結合項(xiang)目具體情(qing)況,有針對性(xing)的制訂出部門月檢查計(ji)劃,繼續(xu)對項(xiang)目進(jin)行檢查及回訪;

7.根據(ju)項目實際(ji)情況,盡量做到項目監(jian)理(li)工作量飽和,合理(li)安(an)排和調整(zheng)部分監(jian)理(li)人員工作;

8.為了維(wei)護社會穩定,避免(mian)上訪,督促(cu)施工單位搞好農民(min)工支付。

9.年底將至,收取(qu)各項(xiang)目監理費,作為公(gong)司的重要工作,督促和(he)檢查項(xiang)目總監對該項(xiang)的跟(gen)進和(he)落實(shi)情(qing)況;

10.繼續(xu)搞(gao)好(hao)公司品牌(pai)建設,廉政工作常抓不懈,對有投述和檢舉項目(mu)監(jian)理“吃、拿、卡、要(yao)”現象,要(yao)一查到底,絕不手軟(ruan)。

3、根(gen)據項(xiang)目需要和合作方要求(qiu),完成相關人員社(she)保的轉移和費用繳(jiao)納。

4、督促各分(fen)公(gong)司按照分(fen)公(gong)司財稅管理制度報送(song)20222季度申報資(zi)料并匯總。

5、及時(shi)編制收支表,按(an)時(shi)完成(cheng)資(zi)金核對(dui)和往(wang)來(lai)倒款(kuan)。

6、及時更新(xin)合同臺賬(zhang),收款臺賬(zhang)等各(ge)項臺帳。

9、往(wang)來款項清理核對,據實賬務調整,準備(bei)審計所需(xu)資料(liao),發(fa)放(fang)銀行和各(ge)往(wang)來單位賬款詢證函件80余份(fen),并進行(xing)資(zi)產盤點,查(cha)詢(xun)核對所有固定資(zi)產發票和(he)憑證,公司和(he)股東征信(xin)報告查(cha)詢(xun)打印,配合會計師事務所完成20221季(ji)度專項審計。

10、根據(ju)涪城區法(fa)院(yuan)和(he)評估公(gong)司專項評估需要,準備評估所(suo)需各項資料并盤(pan)點(dian)核對固定資產明細(xi)。

五、其他

1、對(dui)接合(he)作單位,催促(cu)協調工資發(fa)放,社保人員增減(jian)和費用結(jie)算。

2、根據(ju)職工(gong)油卡充值需求,及(ji)時為員工(gong)充值扣款,發放(fang)油卡補(bu)貼。

3、清理7-9月離(li)職(zhi)人員(yuan)意外保險更換、社保增減(16人次(ci)),進行購買和替換,協助2名員工(gong)辦(ban)理生(sheng)育(yu)險報銷。

首先,進(jin)度(du)款(kuan)的(de)(de)收(shou)取(qu),包(bao)括履約保(bao)證金的(de)(de)退(tui)還(huan)是項(xiang)(xiang)(xiang)目(mu)人員,項(xiang)(xiang)(xiang)目(mu)總監的(de)(de)一樣職責,監理收(shou)費和履約保(bao)證金的(de)(de)退(tui)還(huan)都與(yu)項(xiang)(xiang)(xiang)目(mu)的(de)(de)施工(gong)(gong)進(jin)度(du),節點有關,而且這(zhe)(zhe)些都需要(yao)建設單位(wei)現(xian)場人員簽字確認,然后才能到建設單位(wei)內部走流程,這(zhe)(zhe)些都是各(ge)個項(xiang)(xiang)(xiang)目(mu)監理部才熟悉了解的(de)(de),項(xiang)(xiang)(xiang)目(mu)監理部不做(zuo)這(zhe)(zhe)個事(shi)情 ,其他誰又(you)知道什么時間該(gai)(gai)收(shou)款(kuan)?該(gai)(gai)找(zhao)誰收(shou)款(kuan)?該(gai)(gai)收(shou)多少款(kuan)?大家都不主動請(qing)款(kuan),收(shou)款(kuan),我們的(de)(de)工(gong)(gong)資,公司運行得錢(qian)又(you)怎么來?所以對收(shou)款(kuan)這(zhe)(zhe)個事(shi)情,請(qing)各(ge)位(wei)總監要(yao)引起重視(shi),要(yao)將這(zhe)(zhe)項(xiang)(xiang)(xiang)工(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)為監理的(de)(de)一項(xiang)(xiang)(xiang)重要(yao)工(gong)(gong)作(zuo)(zuo)來抓。

第(di)二,今(jin)年(nian)的(de)形勢大家(jia)都知道,建設單位資金(jin)(jin)普遍緊張,能(neng)按(an)施工計劃正常(chang)施工的(de)項目(mu)很(hen)(hen)(hen)少(shao),多數項目(mu)進度都很(hen)(hen)(hen)緩慢,產值很(hen)(hen)(hen)少(shao),所以(yi)我們能(neng)收(shou)的(de)款項就(jiu)相應地減少(shao)了(le)很(hen)(hen)(hen)多,上一(yi)次總(zong)經理辦公會我們就(jiu)講了(le),我們上半年(nian)的(de)開票金(jin)(jin)額較上年(nian)同期減少(shao)了(le)40%,實(shi)際收款(kuan)到(dao)賬金(jin)額(e)減(jian)少45%以上,三季度也沒什么(me)好轉(zhuan),目(mu)前來(lai)看我們(men)的(de)資(zi)金壓力非(fei)常(chang)大,有時我們(men)都在擔心工資(zi)能否正(zheng)常(chang)按時發放(fang)(fang)的(de)問題了,但是我們(men)仍然想盡千方百計保證(zheng)大家的(de)工資(zi)能按時發放(fang)(fang)。

由于今年春節是(shi)121號,時間相(xiang)應較早,所以我(wo)們(men)春節前收款(kuan)的時間主要是在(zai)12月中(zhong)下旬到115號左(zuo)右(you)。我們(men)項目上從請款到收(shou)款需要的時間(jian)一(yi)般在1個月(yue)(yue)以上(shang),很多都是(shi)這個月(yue)(yue)請(qing)款,下個月(yue)(yue)才(cai)(cai)能付款,有(you)的(de)時(shi)間(jian)甚(shen)至更長(chang),所以請(qing)各位總監(jian)根(gen)據(ju)項目(mu)進(jin)度和合同收(shou)(shou)(shou)款節(jie)點,安排好請(qing)款時(shi)間(jian),熟悉好建(jian)設(she)單(dan)位請(qing)款流(liu)程,到了節(jie)點就及時(shi)請(qing)款,有(you)的(de)單(dan)位可(ke)能還(huan)需要與建(jian)設(she)單(dan)位溝通協調能否提前申請(qing),只要可(ke)以就盡量早點申請(qing),總之,我(wo)們(men)要盡全力,保(bao)證收(shou)(shou)(shou)款,尤其是(shi)春節(jie)前的(de)收(shou)(shou)(shou)款,只有(you)這樣才(cai)(cai)能保(bao)證我(wo)們(men)的(de)工(gong)資(zi)能按時(shi)發放(fang),才(cai)(cai)能保(bao)證春節(jie)的(de)資(zi)金需要,春節(jie)才(cai)(cai)有(you)錢(qian)發。

關(guan)于危(wei)大工(gong)(gong)(gong)程(cheng)(cheng)、超(chao)危(wei)大工(gong)(gong)(gong)程(cheng)(cheng)方案編制論證。現在國家對安(an)全(quan)要(yao)求比較高,越來越重視建設工(gong)(gong)(gong)程(cheng)(cheng)安(an)全(quan), 2018年出臺了(le)37號(hao)令,四川省(sheng)也出臺(tai)了《危大工(gong)程、超危大工(gong)程方案編制實施管理細則》,去年12月又出臺了《危(wei)大(da)工(gong)程、超危(wei)大(da)工(gong)程方案編制指南》。大(da)家要(yao)引(yin)起重視(shi),現(xian)在(zai)很多施工(gong)單位和監(jian)理(li)單位都重視(shi)不夠,監(jian)理(li)單位在(zai)方案審核(he)上不是很規范(fan)。按(an)照37號令和四(si)川省《危大工(gong)程、超危大工(gong)程方案(an)編制編制實施管理細則》,所有(you)超危大工(gong)程方案(an)論(lun)證(zheng)必須是(shi)市級以(yi)(yi)上各地政(zheng)府專家(jia)庫里專家(jia)進行論(lun)證(zheng),并(bing)不是(shi)具(ju)有(you)高工(gong)職(zhi)稱的人員論(lun)證(zheng)就行了,以(yi)(yi)前是(shi)可以(yi)(yi)的,但現在是(shi)不允許的。

按(an)照37號令,規定危(wei)大(da)(da)工(gong)程(cheng)(cheng),由設計(ji)(ji)單(dan)(dan)位(wei)提(ti)出清單(dan)(dan),哪(na)些(xie)是危(wei)大(da)(da)工(gong)程(cheng)(cheng),哪(na)些(xie)是超(chao)危(wei)大(da)(da)工(gong)程(cheng)(cheng),建議我們(men)監(jian)理(li)在適當(dang)的時候,比(bi)如第(di)一次工(gong)地例會(hui)、設計(ji)(ji)交底、圖紙會(hui)審等(deng)場(chang)合(he),就要(yao)(yao)向設計(ji)(ji)提(ti)出,因為(wei)很多設計(ji)(ji)單(dan)(dan)位(wei)并不知道這(zhe)個(ge)文件。施(shi)(shi)(shi)工(gong)單(dan)(dan)位(wei)編制完成危(wei)大(da)(da)工(gong)程(cheng)(cheng)施(shi)(shi)(shi)工(gong)方(fang)案后,首先是施(shi)(shi)(shi)工(gong)單(dan)(dan)位(wei)內審,其(qi)中(zhong)超(chao)危(wei)大(da)(da)工(gong)程(cheng)(cheng)必須(xu)是企業技術負責(ze)(ze)人(ren)簽(qian)字,然后報送監(jian)理(li)單(dan)(dan)位(wei)審查,監(jian)理(li)審核完成,才能進(jin)行(xing)論證(zheng),論證(zheng)完成后由施(shi)(shi)(shi)工(gong)單(dan)(dan)位(wei)進(jin)行(xing)修改(gai),修改(gai)進(jin)行(xing)內審和(he)技術負責(ze)(ze)制簽(qian)字,再報監(jian)理(li)單(dan)(dan)位(wei),監(jian)理(li)審查后報建設單(dan)(dan)位(wei)。在實施(shi)(shi)(shi)過程(cheng)(cheng)中(zhong),要(yao)(yao)進(jin)行(xing)驗收,超(chao)危(wei)大(da)(da)工(gong)程(cheng)(cheng)驗收也要(yao)(yao)施(shi)(shi)(shi)工(gong)企業技術負責(ze)(ze)人(ren)簽(qian)字,這(zhe)才是一個(ge)完整的過程(cheng)(cheng)和(he)程(cheng)(cheng)序(xu)。


三、杜總對近期現(xian)場監理工作提出(chu)要求

(一)關于施工單位質量安全資料檢(jian)查(cha)

公司機關對(dui)項(xiang)目(mu)檢(jian)查基本上是(shi)(shi)(shi)每個季度要對(dui)每個項(xiang)目(mu)檢(jian)查一次,近(jin)期也(ye)參加了主管部(bu)門(men)對(dui)項(xiang)目(mu)的(de)檢(jian)查,外(wai)界(jie)也(ye)比較認可我們(men)(men)(men),對(dui)我們(men)(men)(men)監(jian)理(li)資料(liao)(liao)檢(jian)查較少,但存(cun)在(zai)一個問題,就是(shi)(shi)(shi)我們(men)(men)(men)監(jian)理(li)對(dui)施工單(dan)位質(zhi)量(liang)安全資料(liao)(liao)的(de)檢(jian)查不嚴(yan)格,很多(duo)程序、簽字還(huan)不清楚,所以(yi)我們(men)(men)(men)還(huan)是(shi)(shi)(shi)要定(ding)期或不定(ding)期對(dui)質(zhi)量(liang)安全資料(liao)(liao)進行檢(jian)查,資料(liao)(liao)存(cun)在(zai)什么問題,程序是(shi)(shi)(shi)否合法,進行檢(jian)查。一個項(xiang)目(mu)做(zuo)得(de)(de)好(hao)不好(hao),不是(shi)(shi)(shi)以(yi)監(jian)理(li)單(dan)位資料(liao)(liao)做(zuo)得(de)(de)好(hao)不好(hao)來評定(ding),而是(shi)(shi)(shi)整個項(xiang)目(mu)資料(liao)(liao)做(zuo)得(de)(de)好(hao)不好(hao)為標準,提(ti)醒大家注意這(zhe)方(fang)面(mian)的(de)工作。

(二)項(xiang)目審計(ji)

關于審(shen)(shen)計(ji)我(wo)們(men)已(yi)經(jing)(jing)強調(diao)了(le)(le)很(hen)(hen)多(duo)(duo)次(ci),包括在(zai)(zai)(zai)建和竣工(gong)的(de)(de)(de)審(shen)(shen)計(ji),現(xian)在(zai)(zai)(zai)使(shi)用(yong)(yong)國(guo)有(you)資(zi)(zi)(zi)金項目(mu)的(de)(de)(de)審(shen)(shen)計(ji)時間很(hen)(hen)長(chang),不是(shi)(shi)項目(mu)完工(gong)了(le)(le)就(jiu)結束了(le)(le),后面可能還要(yao)經(jing)(jing)過各(ge)級各(ge)部(bu)門的(de)(de)(de)審(shen)(shen)計(ji),我(wo)也(ye)參與(yu)了(le)(le)公(gong)司一(yi)(yi)些項目(mu)的(de)(de)(de)審(shen)(shen)計(ji),有(you)些項目(mu)已(yi)經(jing)(jing)竣工(gong)十年(nian)了(le)(le),最近(jin)還被國(guo)家(jia)審(shen)(shen)計(ji)署抽中審(shen)(shen)計(ji),要(yao)求我(wo)們(men)提供相關資(zi)(zi)(zi)料(liao)(liao)(liao),所以現(xian)在(zai)(zai)(zai)對我(wo)們(men)相關的(de)(de)(de)資(zi)(zi)(zi)料(liao)(liao)(liao)對出要(yao)求:經(jing)(jing)濟簽證的(de)(de)(de)依據是(shi)(shi)否充分,是(shi)(shi)否是(shi)(shi)新增的(de)(de)(de)施工(gong)內容,如(ru)果不是(shi)(shi)的(de)(de)(de)話(hua)就(jiu)無法簽字確認;資(zi)(zi)(zi)料(liao)(liao)(liao)互相之(zhi)間的(de)(de)(de)印(yin)證問題,簽證與(yu)其他資(zi)(zi)(zi)料(liao)(liao)(liao)相互矛(mao)盾,比如(ru)一(yi)(yi)個項目(mu)因下雨基坑抽水,簽證簽了(le)(le)很(hen)(hen)多(duo)(duo)臺班,但是(shi)(shi)抽查我(wo)們(men)監(jian)理日志那段(duan)時間全(quan)部(bu)是(shi)(shi)晴天,請問一(yi)(yi)下大(da)家(jia)這(zhe)又如(ru)何去解(jie)釋;經(jing)(jing)濟技術(shu)簽證涉及有(you)很(hen)(hen)多(duo)(duo)單位參與(yu)的(de)(de)(de)現(xian)場收方,希望原始資(zi)(zi)(zi)料(liao)(liao)(liao)要(yao)進行(xing)保存,包括當時的(de)(de)(de)影像資(zi)(zi)(zi)料(liao)(liao)(liao)、簽證資(zi)(zi)(zi)料(liao)(liao)(liao)要(yao)保留。公(gong)司也(ye)在(zai)(zai)(zai)周(zhou)前會上強調(diao)過現(xian)場資(zi)(zi)(zi)料(liao)(liao)(liao)要(yao)保留電(dian)子文件,希望總監(jian)要(yao)把這(zhe)些電(dian)子資(zi)(zi)(zi)料(liao)(liao)(liao)用(yong)(yong)專用(yong)(yong)的(de)(de)(de)移動硬盤、U盤、電腦(nao)等進行保存,以備(bei)時(shi)間太久后面可能會使(shi)用(yong)到(dao)的情況。

(三)項目(mu)補(bu)貼問題

每次(ci)職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資發放(fang)后,很(hen)多人(ren)就會問(wen)工(gong)(gong)(gong)資為(wei)什么少了,實(shi)際上除了公(gong)司統一調整外,職(zhi)工(gong)(gong)(gong)的(de)工(gong)(gong)(gong)資是不會變(bian)化(hua)的(de),變(bian)動的(de)只是每個(ge)月的(de)項目(mu)補(bu)貼。這個(ge)補(bu)貼是公(gong)司給職(zhi)工(gong)(gong)(gong)的(de)一個(ge)福利,是根(gen)據項目(mu)的(de)兼職(zhi)情況(kuang)、勞動強度、交通遠近(jin)等進行綜合考慮(lv),隨著(zhu)各(ge)自(zi)項目(mu)情況(kuang)變(bian)化(hua)而變(bian)化(hua),不是一個(ge)項目(mu)一補(bu)就補(bu)到底,在(zai)施(shi)工(gong)(gong)(gong)高峰時段該(gai)補(bu)就補(bu),如果(guo)出現(xian)項目(mu)工(gong)(gong)(gong)作不飽和,那該(gai)扣(kou)減就要(yao)扣(kou)減,希望大家理解并(bing)傳達給各(ge)自(zi)項目(mu)人(ren)員。

(四)監理(li)收費

(二)附加監(jian)理工(gong)作確認問題

在(zai)監(jian)(jian)理(li)工作中,我(wo)們(men)有(you)時候(hou)會遇(yu)到(dao)甲(jia)方(fang)(fang)臨時增加的(de)監(jian)(jian)理(li)工作,而這(zhe)項目監(jian)(jian)理(li)工作又(you)未包括在(zai)監(jian)(jian)理(li)合同中,或無法明確(que)是(shi)否包含在(zai)監(jian)(jian)理(li)工作范圍中,這(zhe)種(zhong)情況下(xia),我(wo)們(men)應(ying)該怎么處理(li)。第(di)一,由(you)甲(jia)方(fang)(fang)給我(wo)們(men)出(chu)(chu)(chu)具書(shu)面資(zi)料(liao),明確(que)由(you)我(wo)們(men)負責實施監(jian)(jian)理(li);第(di)二(er),甲(jia)方(fang)(fang)不(bu)出(chu)(chu)(chu)具資(zi)料(liao),只是(shi)口(kou)頭告(gao)知,總監(jian)(jian)就(jiu)應(ying)該通知公司機關部(bu)門,由(you)公司出(chu)(chu)(chu)具書(shu)面資(zi)料(liao),請甲(jia)方(fang)(fang)簽(qian)(qian)字(zi)確(que)認(ren);第(di)三,甲(jia)方(fang)(fang)既不(bu)出(chu)(chu)(chu)具書(shu)面資(zi)料(liao),又(you)不(bu)在(zai)我(wo)們(men)的(de)書(shu)面資(zi)料(liao)簽(qian)(qian)字(zi)確(que)認(ren),這(zhe)時候(hou)我(wo)們(men)在(zai)簽(qian)(qian)署重要(yao)施工資(zi)料(liao)的(de)時候(hou),比(bi)如(ru)竣工驗(yan)收報告(gao)和其他重要(yao)施工資(zi)料(liao)的(de)時候(hou),留(liu)下(xia)影像資(zi)料(liao)并保留(liu),在(zai)審計或出(chu)(chu)(chu)現(xian)(xian)糾紛(fen)的(de)時候(hou),就(jiu)可(ke)以提供相(xiang)應(ying)的(de)佐證,以防時間太久,甲(jia)方(fang)(fang)人(ren)員出(chu)(chu)(chu)現(xian)(xian)變動,找(zhao)不(bu)到(dao)支持我(wo)們(men)主張的(de)證據,造(zao)成(cheng)公司利益受損。


五、陳俊(jun)總經理重要(yao)講話內容

剛才我(wo)認真聽取(qu)了三位副總、機關(guan)各部門經理對上一季度工(gong)作匯報,以及對年底工(gong)作計劃與安排,講得非常(chang)詳細,工(gong)作要(yao)求和安排也非常(chang)到(dao)位,我(wo)非常(chang)贊同和認可。我(wo)想從(cong)以下(xia)幾個方面與大家交流(liu)一下(xia):

(一)今后總經(jing)理辦公會的相(xiang)關要求

第一,正(zheng)(zheng)式場合(he)的(de)著(zhu)裝(zhuang)問(wen)題(ti)。今天參會人(ren)(ren)員大部分都穿(chuan)著(zhu)了工(gong)作(zuo)服(fu),但還是有個別(bie)人(ren)(ren)員未統一著(zhu)裝(zhuang)。正(zheng)(zheng)菱(ling)公司(si)(si)現在是綿陽的(de)標桿企業,對外(wai)要講求正(zheng)(zheng)菱(ling)人(ren)(ren)的(de)形(xing)象,公司(si)(si)既然(ran)花費這(zhe)(zhe)么(me)大的(de)精力和(he)(he)費用為職(zhi)(zhi)工(gong)制訂工(gong)作(zuo)服(fu),出臺(tai)(tai)了統一著(zhu)裝(zhuang)的(de)管(guan)(guan)理辦法,那么(me)就應該(gai)認真執(zhi)行,但今天個別(bie)與會人(ren)(ren)員未按照(zhao)要求著(zhu)裝(zhuang),這(zhe)(zhe)也反映出我們在貫(guan)徹執(zhi)行公司(si)(si)要求方(fang)面(mian)仍然(ran)存在問(wen)題(ti)。另(ling)外(wai),職(zhi)(zhi)工(gong)冬季工(gong)作(zuo)服(fu)將在這(zhe)(zhe)個月下旬發放給大家,公司(si)(si)在著(zhu)裝(zhuang)上出臺(tai)(tai)了管(guan)(guan)理規(gui)定,以及其(qi)他方(fang)面(mian)出臺(tai)(tai)的(de)管(guan)(guan)理規(gui)定,就應該(gai)不折不扣地認真落實到位(wei),這(zhe)(zhe)也體現了正(zheng)(zheng)菱(ling)公司(si)(si)職(zhi)(zhi)工(gong)的(de)執(zhi)行力和(he)(he)行動(dong)力。

第二,為(wei)保證總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)會(hui)(hui)的(de)開(kai)(kai)會(hui)(hui)效(xiao)果(guo),建議公(gong)(gong)(gong)司(si)(si)制訂一個(ge)總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)會(hui)(hui)的(de)管理(li)(li)規定,以正式文件形式予以發(fa)布,確保總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)會(hui)(hui)上的(de)相關要(yao)(yao)求得到貫(guan)徹(che)落(luo)實(shi)(shi)。每(mei)次召開(kai)(kai)總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)會(hui)(hui),要(yao)(yao)對上季度會(hui)(hui)上提出(chu)要(yao)(yao)求的(de)貫(guan)徹(che)落(luo)實(shi)(shi)情況作出(chu)匯報(bao),哪(na)個(ge)項目部(bu)或機關部(bu)門(men)沒(mei)(mei)有(you)(you)落(luo)實(shi)(shi)到位,或者(zhe)哪(na)個(ge)人(ren)(ren)沒(mei)(mei)有(you)(you)貫(guan)徹(che)落(luo)實(shi)(shi),都要(yao)(yao)逐(zhu)一曝(pu)光(guang),即說到不(bu)(bu)良現象就(jiu)要(yao)(yao)對號(hao)到具體部(bu)門(men)和(he)人(ren)(ren),將事(shi)、部(bu)門(men)、人(ren)(ren)聯系(xi)在一起(qi),在總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)會(hui)(hui)上曝(pu)光(guang)出(chu)來。同時(shi),先前公(gong)(gong)(gong)司(si)(si)制定的(de)管理(li)(li)規定、發(fa)出(chu)去的(de)通知與文件以及公(gong)(gong)(gong)司(si)(si)領導交(jiao)辦(ban)(ban)(ban)(ban)的(de)事(shi)項等(deng)要(yao)(yao)進行一一梳理(li)(li),貫(guan)徹(che)落(luo)實(shi)(shi)情況要(yao)(yao)建立臺賬,在總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)室上要(yao)(yao)作為(wei)公(gong)(gong)(gong)司(si)(si)常務副總(zong)(zong)(zong)經(jing)(jing)理(li)(li)專門(men)的(de)一條(tiao)匯報(bao)內容之一,把(ba)沒(mei)(mei)有(you)(you)貫(guan)徹(che)落(luo)實(shi)(shi)好的(de)部(bu)門(men)和(he)人(ren)(ren)在總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)會(hui)(hui)上乃至(zhi)監管簡(jian)報(bao)上曝(pu)光(guang)出(chu)來。另外,總(zong)(zong)(zong)經(jing)(jing)理(li)(li)辦(ban)(ban)(ban)(ban)公(gong)(gong)(gong)會(hui)(hui)要(yao)(yao)開(kai)(kai)短會(hui)(hui),開(kai)(kai)有(you)(you)意義的(de)會(hui)(hui),講求會(hui)(hui)議效(xiao)率,把(ba)強(qiang)調的(de)事(shi)情說到位就(jiu)行了,不(bu)(bu)能(neng)偏離(li)會(hui)(hui)議的(de)重心。

第三,今后總經(jing)理(li)辦公會(hui)要(yao)(yao)把上一季度工(gong)作出色的部(bu)門(men)或人(ren)(ren)員在(zai)會(hui)上予以(yi)體現(xian),同時(shi)也要(yao)(yao)曝(pu)光做得差的項目(mu)或人(ren)(ren)員。我們這樣做不針對任何人(ren)(ren),以(yi)事(shi)實、數據說話,就(jiu)事(shi)論(lun)事(shi),開會(hui)要(yao)(yao)達到(dao)的目(mu)的。之所(suo)以(yi)增加這條(tiao)規(gui)定,就(jiu)是要(yao)(yao)打破以(yi)往開會(hui)口頭說、光匯報(bao)的弊端(duan),會(hui)上強調(diao)的事(shi)項要(yao)(yao)有(you)具體到(dao)對象,點對點落(luo)實到(dao)人(ren)(ren)頭,責任追究到(dao)人(ren)(ren)頭,必須嚴格曝(pu)光。在(zai)管(guan)理(li)過(guo)程中(zhong),不要(yao)(yao)怕(pa)(pa)得罪人(ren)(ren),怕(pa)(pa)得罪人(ren)(ren)就(jiu)害(hai)(hai)了企業(ye),也害(hai)(hai)了職工(gong)個人(ren)(ren),就(jiu)會(hui)影響部(bu)門(men)和項目(mu)部(bu)的正(zheng)常運行(xing),管(guan)理(li)就(jiu)要(yao)(yao)做到(dao)有(you)的放矢。

第四、總經(jing)理(li)(li)辦公(gong)會(hui)上(shang),公(gong)司(si)總經(jing)理(li)(li)、副(fu)總、部門(men)經(jing)理(li)(li)在匯報工(gong)(gong)作中,對安排的工(gong)(gong)作完(wan)成不到位的項目部與(yu)職(zhi)工(gong)(gong)要曝光,凡提(ti)到的部門(men)與(yu)職(zhi)工(gong)(gong)要給予經(jing)濟扣(kou)款(kuan)和不良行為扣(kou)分。這一(yi)(yi)點,充(chong)分反應出公(gong)司(si)不能搞一(yi)(yi)言堂(tang),要將公(gong)司(si)管理(li)(li)權限(xian)與(yu)治理(li)(li)權限(xian)下放給機關各(ge)部門(men),同時,在評定(ding)職(zhi)工(gong)(gong)工(gong)(gong)資時,也要充(chong)分聽取公(gong)司(si)副(fu)總與(yu)部門(men)經(jing)理(li)(li)的意見。

(二(er))公司未晉升綜合(he)資質的原因

現在(zai)(zai)大(da)(da)家和外界經(jing)常(chang)會(hui)問,為什么(me)我們正(zheng)菱公司(si)發(fa)(fa)展(zhan)得這(zhe)(zhe)(zhe)么(me)好,卻沒(mei)有進一步晉(jin)升(sheng)綜合資質(zhi)?很多關(guan)心正(zheng)菱公司(si)的外界人士也在(zai)(zai)問,一些基層職(zhi)工也不(bu)清楚到底什么(me)原(yuan)因。我今天在(zai)(zai)這(zhe)(zhe)(zhe)里給大(da)(da)家正(zheng)式闡(chan)明這(zhe)(zhe)(zhe)個原(yuan)因,讓大(da)(da)家知曉,同(tong)時(shi)也好給外界作好解釋(shi)工作。首(shou)先,正(zheng)菱監理公司(si)始終(zhong)堅持“穩步前行(xing),持續發(fa)(fa)展(zhan)”的經(jing)營(ying)理念,公司(si)在(zai)(zai)業績(ji)和注冊人員方面一直準備著晉(jin)升(sheng)綜合資質(zhi),這(zhe)(zhe)(zhe)是公司(si)經(jing)營(ying)的既(ji)定發(fa)(fa)展(zhan)戰(zhan)略,嚴格說來我們公司(si)在(zai)(zai)2017年就具備了(le)晉(jin)(jin)升(sheng)(sheng)綜合(he)資質的條(tiao)件,注(zhu)冊人員(yuan)和業績早已滿足晉(jin)(jin)升(sheng)(sheng)條(tiao)件,但是什么原因導(dao)致現在還未取得綜合(he)資質?在公司2017年底,慶祝(zhu)公司成立(li)18周年(nian)慶典后,公(gong)司(si)(si)一股(gu)東董(dong)(dong)耕同志因突發疾病去(qu)世,他(ta)去(qu)世后,其個人(ren)在外(wai)有幾千萬元的債(zhai)(zhai)務,債(zhai)(zhai)權(quan)人(ren)起訴了董(dong)(dong)耕,隨即法(fa)(fa)院就把(ba)繼承(cheng)他(ta)股(gu)份的董(dong)(dong)澤宇(其女)與文麗(li)華(其母親)在正菱(ling)公(gong)司(si)(si)的股(gu)份進行了查封凍結,至此(ci),董(dong)(dong)澤宇、文麗(li)華無(wu)法(fa)(fa)正常行使股(gu)東權(quan)利,導致公(gong)司(si)(si)無(wu)法(fa)(fa)辦理公(gong)司(si)(si)營業(ye)執照的注(zhu)冊資本(ben)及經(jing)營范(fan)圍(wei)的變更(geng),導致綜合資質申(shen)報(bao)條件具備的情況下,營業(ye)執照相(xiang)關的內容無(wu)法(fa)(fa)變更(geng),至今(jin)公(gong)司(si)(si)無(wu)法(fa)(fa)晉升(sheng)綜合資質。從2017年到(dao)現在(zai)(zai),公(gong)(gong)司(si)(si)(si)股東(dong)個(ge)人(ren)的(de)(de)原因(yin)造成公(gong)(gong)司(si)(si)(si)無法(fa)晉(jin)升綜合資(zi)質,為解決這(zhe)個(ge)問題公(gong)(gong)司(si)(si)(si)做了(le)大量的(de)(de)工作,向市委市政府和住建(jian)委匯報了(le)這(zhe)個(ge)情況,剛才財務(wu)(wu)部也提(ti)到(dao)了(le)現在(zai)(zai)對(dui)公(gong)(gong)司(si)(si)(si)資(zi)產的(de)(de)評估,就是因(yin)為現在(zai)(zai)法(fa)院對(dui)他(ta)的(de)(de)股份查封了(le)后要進行評估拍賣,這(zhe)么多年我們都在(zai)(zai)處(chu)理這(zhe)些(xie)事(shi)務(wu)(wu),只(zhi)希望能盡快解決嚴重(zhong)制約(yue)公(gong)(gong)司(si)(si)(si)發展(zhan)(zhan)的(de)(de)瓶(ping)頸,這(zhe)純(chun)是股東(dong)個(ge)人(ren)債(zhai)務(wu)(wu)問題,但不(bu)會(hui)影響(xiang)公(gong)(gong)司(si)(si)(si)現在(zai)(zai)的(de)(de)正常經營。目前(qian),公(gong)(gong)司(si)(si)(si)正在(zai)(zai)作兩(liang)手(shou)準備。第一,等待法(fa)院對(dui)其(qi)個(ge)人(ren)股份的(de)(de)評估拍賣,靜(jing)觀其(qi)變;第二,擺脫這(zhe)些(xie)制約(yue)公(gong)(gong)司(si)(si)(si)發展(zhan)(zhan)的(de)(de)因(yin)素(su),重(zhong)新再出發。已(yi)成立了(le)“四川新領工程(cheng)項目管理有限公(gong)(gong)司(si)(si)(si)”,于6月(yue)份取(qu)得該公司營業執照,于8月(yue)份取得相應的資(zi)(zi)質證(zheng)書(shu),不(bu)斷培育(yu),將(jiang)在幾年內取得監理綜合資(zi)(zi)質與全過程咨詢的相應資(zi)(zi)質。

大家可(ke)以想一(yi)下,這(zhe)么多(duo)(duo)年(nian)公(gong)(gong)司為(wei)晉升綜合(he)資(zi)質(zhi),儲備了多(duo)(duo)少(shao)國家注冊(ce)人員,一(yi)個(ge)月證書(shu)費用(yong)要多(duo)(duo)花(hua)多(duo)(duo)少(shao)費用(yong)?由于公(gong)(gong)司個(ge)別股東(dong)自身債務(wu)問(wen)題,給公(gong)(gong)司造(zao)成的(de)經濟(ji)損失是(shi)相當(dang)大的(de)。股東(dong)每(mei)年(nian)在索取公(gong)(gong)司效益回(hui)報的(de)同時,也(ye)制約了公(gong)(gong)司發展(zhan),這(zhe)種行為(wei)是(shi)要遭到公(gong)(gong)司全體職工與(yu)社會(hui)譴責的(de)!我(wo)們(men)(men)將慢慢靜觀其變,相信有(you)我(wo)們(men)(men)這(zhe)么一(yi)個(ge)堅強的(de)職工隊(dui)伍(wu),有(you)我(wo)們(men)(men)正確(que)的(de)領導核心(xin),我(wo)們(men)(men)一(yi)定會(hui)克服影響公(gong)(gong)司發展(zhan)壯大的(de)任何(he)困難(nan)和(he)阻(zu)礙的(de)!

(三)存在的問題

這次總(zong)經理(li)辦公會(hui)(hui)是本年(nian)度最后一(yi)次總(zong)經理(li)辦公會(hui)(hui),明(ming)年(nian)122日就是(shi)春(chun)(chun)節(jie)(jie),我(wo)們在元旦前(qian)后再召開一次(ci)會議(yi),就面(mian)臨著春(chun)(chun)節(jie)(jie)假(jia)期,所以對(dui)(dui)于全年(nian)公(gong)(gong)司各項工(gong)(gong)作來說,是(shi)非(fei)常重要(yao)的(de)一次(ci)會議(yi)。接(jie)下來第四季度直接(jie)關系著公(gong)(gong)司今(jin)年(nian)經營(ying)目標是(shi)否完成,在座的(de)中(zhong)層(ceng)管(guan)理干(gan)部(bu),要(yao)以高度的(de)責任感,認真梳理年(nian)底前(qian)的(de)各項工(gong)(gong)作,并對(dui)(dui)之前(qian)的(de)工(gong)(gong)作查漏(lou)補缺,爭(zheng)取圓滿完成好公(gong)(gong)司全年(nian)經營(ying)管(guan)理目標。

上(shang)(shang)一季度各(ge)項工作亮(liang)點突(tu)(tu)出,首先(xian)公司在(zai)(zai)管(guan)理(li)(li)上(shang)(shang)有(you)條不(bu)紊,我(wo)(wo)也(ye)認真聽取了(le)(le)各(ge)個(ge)(ge)部門(men)和副總(zong)講的(de)(de)(de)內容(rong),是(shi)非常切實可行的(de)(de)(de)。在(zai)(zai)管(guan)理(li)(li)上(shang)(shang)有(you)條理(li)(li)、有(you)計劃(hua)、有(you)重點,監(jian)管(guan)部對(dui)年(nian)底工作安排講得(de)很(hen)(hen)到位,說(shuo)到了(le)(le)監(jian)理(li)(li)費的(de)(de)(de)收取、廉(lian)政建設、監(jian)督考核(he),也(ye)暴露出了(le)(le)現(xian)場(chang)上(shang)(shang)的(de)(de)(de)一些(xie)問(wen)題和不(bu)良現(xian)象。下一次(ci)總(zong)經(jing)理(li)(li)辦(ban)公會(hui)(hui),我(wo)(wo)就(jiu)要(yao)(yao)看到我(wo)(wo)們(men)管(guan)理(li)(li)部門(men)暴露了(le)(le)哪些(xie)內容(rong),不(bu)能輕描淡寫地(di)講這些(xie)事(shi)(shi)情,要(yao)(yao)以事(shi)(shi)實說(shuo)話,要(yao)(yao)對(dui)應相應的(de)(de)(de)部門(men)與職工,所以公司在(zai)(zai)管(guan)理(li)(li)上(shang)(shang)是(shi)行之(zhi)有(you)效的(de)(de)(de)。其次(ci),在(zai)(zai)市場(chang)拓(tuo)展(zhan)方(fang)面(mian),給合目(mu)(mu)前為止完(wan)成(cheng)的(de)(de)(de)合同簽訂額,預計全年(nian)業(ye)務(wu)可以突(tu)(tu)破五千萬,會(hui)(hui)大大超越公司市場(chang)拓(tuo)展(zhan)的(de)(de)(de)目(mu)(mu)標任(ren)務(wu),最近(jin)我(wo)(wo)們(men)還有(you)幾(ji)個(ge)(ge)重要(yao)(yao)項目(mu)(mu)正在(zai)(zai)銜接(jie),所以公司的(de)(de)(de)運行和市場(chang)拓(tuo)展(zhan)上(shang)(shang)亮(liang)點很(hen)(hen)突(tu)(tu)出。

目(mu)前人(ren)(ren)(ren)員(yuan)(yuan)富余(yu)問題(ti)。主要(yao)(yao)還(huan)(huan)是因為公(gong)(gong)(gong)(gong)司(si)(si)轉變了市場經營(ying)策略(lve)(lve)。現在(zai)公(gong)(gong)(gong)(gong)司(si)(si)房產(chan)項(xiang)(xiang)目(mu)盡量不承接,逐漸淘汰(tai)以(yi)前戰(zhan)略(lve)(lve)合(he)作的(de)房產(chan)項(xiang)(xiang)目(mu),國有(you)投資項(xiang)(xiang)目(mu)占公(gong)(gong)(gong)(gong)司(si)(si)業(ye)務的(de)主要(yao)(yao)板塊。國有(you)投資項(xiang)(xiang)目(mu)投資額高,建設規(gui)模相對較小,人(ren)(ren)(ren)員(yuan)(yuan)要(yao)(yao)求精,不需要(yao)(yao)那么多的(de)人(ren)(ren)(ren)員(yuan)(yuan)。不管人(ren)(ren)(ren)員(yuan)(yuan)是否富余(yu),公(gong)(gong)(gong)(gong)司(si)(si)不會輕易辭退任(ren)何(he)一個人(ren)(ren)(ren),但是在(zai)管理上就(jiu)要(yao)(yao)點對點具(ju)體(ti)到人(ren)(ren)(ren)頭,觸犯了公(gong)(gong)(gong)(gong)司(si)(si)制(zhi)度,不管是總監、部門(men)經理還(huan)(huan)是任(ren)何(he)人(ren)(ren)(ren),嚴肅(su)按照制(zhi)度處理。所以(yi)在(zai)這(zhe)個時候不要(yao)(yao)觸犯公(gong)(gong)(gong)(gong)司(si)(si)制(zhi)度,公(gong)(gong)(gong)(gong)司(si)(si)有(you)的(de)是人(ren)(ren)(ren),否則就(jiu)會影響你(ni)在(zai)正菱公(gong)(gong)(gong)(gong)司(si)(si)就(jiu)業(ye)。職(zhi)工在(zai)工作中應嚴于(yu)律(lv)己,正確按公(gong)(gong)(gong)(gong)司(si)(si)管理規(gui)定,行(xing)使好各自的(de)職(zhi)責,按國家(jia)的(de)法律(lv)法規(gui)履(lv)職(zhi)到位,工作不能和(he)稀泥(ni),要(yao)(yao)有(you)吃(chi)苦(ku)耐勞(lao)的(de)精神(shen),細心做(zuo)好每樣工作,這(zhe)也是有(you)戰(zhan)斗(dou)力團隊的(de)一個體(ti)現和(he)要(yao)(yao)求。

矛(mao)盾上(shang)交(jiao)的(de)(de)(de)問題。不(bu)(bu)(bu)管哪個部(bu)門或(huo)(huo)三位副總給(gei)(gei)(gei)我反映本自己(ji)就可以解決的(de)(de)(de)問題,我會不(bu)(bu)(bu)留任(ren)何(he)情(qing)面(mian)(mian)給(gei)(gei)(gei)予批評。同樣總監自己(ji)能(neng)(neng)辦(ban)理(li)(li)(li)或(huo)(huo)處理(li)(li)(li)的(de)(de)(de)事情(qing),不(bu)(bu)(bu)去(qu)辦(ban)和辦(ban)不(bu)(bu)(bu)好,推卸責任(ren)將(jiang)矛(mao)盾上(shang)交(jiao),對(dui)于這樣的(de)(de)(de)人(ren)(ren)(ren),將(jiang)被視為不(bu)(bu)(bu)能(neng)(neng)勝任(ren)工作,不(bu)(bu)(bu)能(neng)(neng)勝任(ren)就撤銷其(qi)職務,能(neng)(neng)上(shang)能(neng)(neng)下(xia)。在面(mian)(mian)對(dui)矛(mao)盾上(shang)交(jiao)時,首先就要問他是否能(neng)(neng)完(wan)成,完(wan)不(bu)(bu)(bu)成就只有讓位,不(bu)(bu)(bu)換(huan)思(si)想(xiang)就換(huan)人(ren)(ren)(ren),不(bu)(bu)(bu)能(neng)(neng)占到茅廁不(bu)(bu)(bu)拉屎,包括年(nian)底的(de)(de)(de)現(xian)場(chang)管理(li)(li)(li)與協(xie)調(diao)、團隊建設、監理(li)(li)(li)費收取(qu)、廉(lian)政建設、風險規避、政令暢(chang)通(tong)等。今天明確給(gei)(gei)(gei)大家說,在運行過程中將(jiang)矛(mao)盾上(shang)交(jiao)的(de)(de)(de),公司不(bu)(bu)(bu)會給(gei)(gei)(gei)任(ren)何(he)人(ren)(ren)(ren)情(qing)面(mian)(mian),既然(ran)公司把(ba)平(ping)臺交(jiao)給(gei)(gei)(gei)你,就要按照相應的(de)(de)(de)“責、權、利”完(wan)成好各自的(de)(de)(de)工作。我希(xi)望機關部(bu)門把(ba)矛(mao)盾上(shang)交(jiao)這些人(ren)(ren)(ren)員情(qing)況建立一(yi)個臺賬,點對(dui)點記錄矛(mao)盾上(shang)交(jiao)的(de)(de)(de)人(ren)(ren)(ren),不(bu)(bu)(bu)認真履(lv)職的(de)(de)(de)人(ren)(ren)(ren),希(xi)望在每周一(yi)或(huo)(huo)總經理(li)(li)(li)辦(ban)公會上(shang)我能(neng)(neng)聽到這些匯(hui)報的(de)(de)(de)內容(rong)。

經(jing)濟(ji)技術簽證(zheng)和審計問題。我們的經(jing)濟(ji)簽證(zheng)有沒有高估冒算的問題,是(shi)否實(shi)事求是(shi),經(jing)得起審計,這些(xie)都要落實(shi)到人(ren)頭。現在公司一(yi)個10年前(qian)實施(shi)的項目都被國家審(shen)(shen)計(ji)署抽(chou)中再次審(shen)(shen)計(ji)復(fu)核,不要(yao)認為我們監理的權(quan)(quan)力(li)很大,這是(shi)(shi)國家賦予的權(quan)(quan)力(li),公(gong)司賦予的權(quan)(quan)力(li),不是(shi)(shi)你個人(ren)濫用權(quan)(quan)力(li),更不得濫用權(quan)(quan)力(li)謀取私利,觸犯刑法。

凝心聚力問題。在公(gong)司(si)運(yun)行過程中(zhong),我(wo)們在凝心聚力方(fang)面非(fei)常不(bu)(bu)錯。現(xian)在我(wo)不(bu)(bu)會(hui)打(da)擾(rao)大(da)家(jia)的(de)(de)正常工(gong)作(zuo),也很少到(dao)(dao)工(gong)地(di)(di),但是(shi)(shi)我(wo)隨時關注(zhu)公(gong)司(si)群(qun)里的(de)(de)信息(xi),每周一(yi)都(dou)要(yao)聽取機關對項(xiang)(xiang)目(mu)(mu)工(gong)作(zuo)情(qing)(qing)(qing)況的(de)(de)匯報,可以說掌握了(le)各個(ge)項(xiang)(xiang)目(mu)(mu)的(de)(de)情(qing)(qing)(qing)況,另外建設單位也會(hui)給我(wo)反饋一(yi)些情(qing)(qing)(qing)況。我(wo)不(bu)(bu)到(dao)(dao)項(xiang)(xiang)目(mu)(mu)是(shi)(shi)因為有相應(ying)的(de)(de)職能部(bu)門管(guan)理,有分管(guan)副總管(guan)理,有眾(zhong)多(duo)總監(jian)管(guan)理各自(zi)項(xiang)(xiang)目(mu)(mu),既(ji)分工(gong)又(you)合作(zuo)。我(wo)只(zhi)是(shi)(shi)偶爾(er)到(dao)(dao)現(xian)場巡視和了(le)解(jie)項(xiang)(xiang)目(mu)(mu)工(gong)作(zuo)情(qing)(qing)(qing)況,但更多(duo)地(di)(di)還(huan)是(shi)(shi)靠大(da)家(jia)把工(gong)作(zuo)干好。有些工(gong)作(zuo)就要(yao)夜以繼日、廢寢忘食地(di)(di)去(qu)干,不(bu)(bu)管(guan)是(shi)(shi)協(xie)調溝通、施(shi)工(gong)質量,乃至最(zui)終交付的(de)(de)觀感(gan)質量、使用(yong)功能,資料的(de)(de)形成(cheng)等問題,各自(zi)負責管(guan)好。機關人員到(dao)(dao)項(xiang)(xiang)目(mu)(mu)檢查就是(shi)(shi)代表我(wo),也代表了(le)公(gong)司(si),我(wo)也不(bu)(bu)會(hui)替哪個(ge)施(shi)工(gong)單位打(da)招呼影響(xiang)你們的(de)(de)工(gong)作(zuo),只(zhi)是(shi)(shi)要(yao)求我(wo)們要(yao)熱情(qing)(qing)(qing)服務,要(yao)善(shan)于協(xie)調,管(guan)理有條不(bu)(bu)紊,在人際關系上(shang)做到(dao)(dao)“八面玲瓏,游刃有余”,在團隊建設上(shang)欣欣向榮(rong),讓職工(gong)高高興(xing)興(xing)上(shang)班,開(kai)開(kai)心心回家(jia),遇到(dao)(dao)困難(nan)時共同(tong)應(ying)對,把項(xiang)(xiang)目(mu)(mu)部(bu)打(da)造成(cheng)一(yi)個(ge)和諧、團結,既(ji)民主又(you)集中(zhong)的(de)(de)團隊。

縱(zong)觀一年(nian)來,公司凝心聚力方面做得非常(chang)不(bu)錯,但是(shi)(shi)也(ye)存(cun)(cun)在(zai)(zai)一些(xie)問題(ti),我(wo)們總(zong)(zong)(zong)監(jian)(jian)管(guan)理(li)(li)水(shui)平參差不(bu)齊,有(you)些(xie)團隊管(guan)理(li)(li)得很好,外界評(ping)價也(ye)很高(gao),究其原因總(zong)(zong)(zong)監(jian)(jian)還是(shi)(shi)要具有(you)奉(feng)(feng)獻精(jing)神,有(you)些(xie)總(zong)(zong)(zong)監(jian)(jian)為什么管(guan)得好?他有(you)大公無私、奉(feng)(feng)獻的(de)精(jing)神,發揮了以身作則(ze)表率(lv)作用。有(you)些(xie)工地就搞得好,甚(shen)至(zhi)于建設(she)單位(wei)領(ling)導我(wo)都不(bu)認識,主(zhu)動給我(wo)打(da)電(dian)話,希(xi)望與我(wo)們再次合作,這(zhe)說明了什么?那(nei)就是(shi)(shi)我(wo)們這(zhe)個項目(mu)的(de)總(zong)(zong)(zong)監(jian)(jian)默默無聞(wen)作出(chu)(chu)了成績。我(wo)經常(chang)在(zai)(zai)講,一個企(qi)業管(guan)得好不(bu)好是(shi)(shi)老總(zong)(zong)(zong)的(de)問題(ti),一個項目(mu)管(guan)得好不(bu)好絕對是(shi)(shi)你總(zong)(zong)(zong)監(jian)(jian)的(de)問題(ti),你們可以看(kan)下這(zhe)么多年(nian),我(wo)們哪些(xie)總(zong)(zong)(zong)監(jian)(jian)各方面管(guan)理(li)(li)到位(wei),哪些(xie)總(zong)(zong)(zong)監(jian)(jian)又上交(jiao)矛盾,又有(you)哪些(xie)項目(mu)即(ji)便完工也(ye)都出(chu)(chu)現問題(ti)。所以在(zai)(zai)凝心聚力方面,總(zong)(zong)(zong)的(de)情況(kuang)是(shi)(shi)好的(de),但是(shi)(shi)有(you)些(xie)方面還值得商(shang)榷,管(guan)理(li)(li)水(shui)平參差不(bu)齊,存(cun)(cun)在(zai)(zai)一些(xie)問題(ti)。

勞動紀(ji)律(lv)問題。職工(gong)(gong)勞動紀(ji)律(lv)總(zong)的情況還(huan)(huan)可以,但是目(mu)(mu)前(qian)有所(suo)下(xia)滑(hua),主要原因(yin)還(huan)(huan)在(zai)(zai)于總(zong)監(jian)(jian)沒有把(ba)(ba)《制(zhi)度》、《職工(gong)(gong)工(gong)(gong)作(zuo)手冊》掌握透(tou)徹,把(ba)(ba)制(zhi)度、手冊放(fang)在(zai)(zai)一邊,沒有認真學習,也沒監(jian)(jian)督他人(ren)學習。比如,有些項(xiang)(xiang)(xiang)目(mu)(mu)工(gong)(gong)地上還(huan)(huan)在(zai)(zai)緊張施工(gong)(gong),但到了(le)下(xia)班時間,現場(chang)監(jian)(jian)理人(ren)都不見人(ren)了(le);遲到早退現象突出;內業(ye)資料不完善;濫用行政作(zuo)風(feng)(feng);“吃、拿(na)、卡、要”時有出現等。監(jian)(jian)理作(zuo)為服務性行業(ye),應擺正自身的工(gong)(gong)作(zuo)作(zuo)風(feng)(feng),不要把(ba)(ba)監(jian)(jian)理當成一種權力。我們總(zong)監(jian)(jian)以身作(zuo)則體現在(zai)(zai)哪(na)里,對項(xiang)(xiang)(xiang)目(mu)(mu)人(ren)員勞動紀(ji)律(lv)約束(shu)又體現在(zai)(zai)哪(na)里?所(suo)以這(zhe)方面還(huan)(huan)需要加強管(guan)理。公司(si)現在(zai)(zai)幾十個(ge)項(xiang)(xiang)(xiang)目(mu)(mu),不能因(yin)為你(ni)一個(ge)項(xiang)(xiang)(xiang)目(mu)(mu)而影響整(zheng)個(ge)公司(si)的信譽,希(xi)望不留死(si)角地嚴格管(guan)理,不能放(fang)任自流。

(四(si))對下(xia)一步工作,提出幾點(dian)要求:

1、對外來(lai)講,要(yao)體(ti)現(xian)正菱(ling)人精神面貌,充(chong)(chong)滿(man)(man)自信,對生活充(chong)(chong)滿(man)(man)信心,對公司要(yao)充(chong)(chong)滿(man)(man)希望,對家庭付出關愛,以(yi)實際行動、信心勃(bo)勃(bo)、充(chong)(chong)滿(man)(man)朝氣贏(ying)得家庭和(he)事業的雙(shuang)豐(feng)收(shou),贏(ying)得精神和(he)經濟上的雙(shuang)豐(feng)收(shou)。在外不要(yao)胡言(yan)亂(luan)語,努力干好自己(ji)的工作,充(chong)(chong)滿(man)(man)信心,充(chong)(chong)滿(man)(man)活力。

2、多(duo)溝通(tong)(tong)和商(shang)量,加(jia)強相互交(jiao)流。我以(yi)前也講(jiang)過,我們有(you)(you)些做得(de)(de)好的(de)項(xiang)目,你們可以(yi)多(duo)去學(xue)(xue)習,“取人(ren)之長,補己之短”,不(bu)要(yao)做井(jing)底(di)之蛙。有(you)(you)些項(xiang)目雖(sui)然不(bu)是全部都做得(de)(de)好,但總有(you)(you)一些亮(liang)點值得(de)(de)學(xue)(xue)習。不(bu)向先進學(xue)(xue)習,不(bu)向標桿看齊(qi),遲早(zao)會失去奮斗的(de)方向。公(gong)司有(you)(you)一個企業內部通(tong)(tong)訊錄(和飛信(xin)),通(tong)(tong)過電話就(jiu)可以(yi)相互交(jiao)流和咨詢,但現在更多(duo)地(di)是用(yong)來竊(qie)竊(qie)私語(yu),用(yong)來商(shang)量對策,你應該用(yong)到正路上(shang),用(yong)到工作上(shang)和學(xue)(xue)習進步(bu)上(shang),所(suo)以(yi)我們要(yao)加(jia)強相互學(xue)(xue)習,相互交(jiao)流,只有(you)(you)認真學(xue)(xue)習才能(neng)讓人(ren)進步(bu)。

3、不(bu)管外面風吹浪打(da),我們(men)一定(ding)要堅持做好(hao)(hao)自己(ji)(ji)的(de)事(shi)情,要有(you)定(ding)力(li)。不(bu)論(lun)經濟下行,還(huan)是行業疲(pi)軟,以及未來(lai)政策(ce)走向不(bu)明,“打(da)鐵就靠(kao)磴(deng)子(zi)硬”,做好(hao)(hao)了自己(ji)(ji)的(de)事(shi)情,認真(zhen)履(lv)職到位,任它(ta)外面情況怎么(me)變化,你都可以屹(yi)立不(bu)倒。工作(zuo)(zuo)(zuo)不(bu)要光(guang)紙上談兵,切(qie)切(qie)實實把自己(ji)(ji)的(de)本職工作(zuo)(zuo)(zuo)干(gan)完干(gan)好(hao)(hao),干(gan)出成(cheng)績,心(xin)里才會踏實,這就要付出很多的(de)心(xin)血。同時,我們(men)還(huan)要有(you)奉獻精(jing)神,全身心(xin)干(gan)好(hao)(hao)自己(ji)(ji)的(de)工作(zuo)(zuo)(zuo),克(ke)服(fu)“庸(yong)、懶、散(san)”現象,做出成(cheng)績戒驕戒躁,存在問題迅速糾(jiu)偏(pian)。

4、政(zheng)(zheng)令暢(chang)通(tong)(tong)(tong)。公司(si)(si)(si)(si)(si)副(fu)(fu)總、機關部(bu)門(men)經(jing)(jing)理(li)講的(de)(de)話(hua)就(jiu)代表了公司(si)(si)(si)(si)(si)的(de)(de)要(yao)求,現(xian)在(zai)(zai)副(fu)(fu)總和(he)(he)部(bu)門(men)經(jing)(jing)理(li)都要(yao)參與(yu)職工工資調(diao)整(zheng),他(ta)們最有發(fa)言(yan)權,他(ta)們提出(chu)(chu)的(de)(de)要(yao)求不(bu)服(fu)(fu)從,與(yu)公司(si)(si)(si)(si)(si)管(guan)理(li)格格不(bu)入(ru),就(jiu)是不(bu)服(fu)(fu)從公司(si)(si)(si)(si)(si)管(guan)理(li),“不(bu)換(huan)思(si)想就(jiu)換(huan)人(ren)”。政(zheng)(zheng)令暢(chang)通(tong)(tong)(tong)是一(yi)(yi)個(ge)(ge)團隊開展(zhan)任(ren)何活動的(de)(de)前(qian)提,必(bi)須有組織有紀(ji)律才(cai)能取得成(cheng)功。政(zheng)(zheng)令不(bu)暢(chang)通(tong)(tong)(tong),四分(fen)五裂,政(zheng)(zheng)出(chu)(chu)多門(men),各自為政(zheng)(zheng)的(de)(de)管(guan)理(li)是行(xing)(xing)不(bu)通(tong)(tong)(tong)的(de)(de)。在(zai)(zai)任(ren)何時候公司(si)(si)(si)(si)(si)發(fa)出(chu)(chu)的(de)(de)通(tong)(tong)(tong)知、文(wen)件、管(guan)理(li)規定和(he)(he)要(yao)求、人(ren)員調(diao)派,你(ni)有怨言(yan)怎(zen)么能行(xing)(xing),拈輕怕(pa)重是一(yi)(yi)種錯誤的(de)(de)思(si)想,這(zhe)也是現(xian)在(zai)(zai)非常突(tu)出(chu)(chu)的(de)(de)一(yi)(yi)個(ge)(ge)問題(ti)。現(xian)在(zai)(zai)我(wo)們面(mian)臨整(zheng)體(ti)經(jing)(jing)濟(ji)下行(xing)(xing)壓力,行(xing)(xing)業(ye)內很多公司(si)(si)(si)(si)(si)接不(bu)到業(ye)務,生存都很困(kun)難,在(zai)(zai)這(zhe)種經(jing)(jing)濟(ji)不(bu)景氣情況(kuang)下,你(ni)唯有服(fu)(fu)從公司(si)(si)(si)(si)(si)的(de)(de)安排和(he)(he)管(guan)理(li),聽從公司(si)(si)(si)(si)(si)的(de)(de)指(zhi)揮(hui),擰成(cheng)一(yi)(yi)股繩。確(que)保政(zheng)(zheng)令暢(chang)通(tong)(tong)(tong)是公司(si)(si)(si)(si)(si)發(fa)展(zhan)的(de)(de)基(ji)本前(qian)提,主要(yao)體(ti)現(xian)在(zai)(zai):一(yi)(yi)、按照制度(du)辦事;二、服(fu)(fu)從公司(si)(si)(si)(si)(si)調(diao)遣;三、總監(jian)傳達(da)好公司(si)(si)(si)(si)(si)的(de)(de)意圖,要(yao)善于傳達(da)和(he)(he)指(zhi)揮(hui),確(que)保項目政(zheng)(zheng)令暢(chang)通(tong)(tong)(tong),才(cai)能形成(cheng)合(he)力。

5、年底(di)前的工作要求。機關(guan)部門和項目監理(li)(li)部認真(zhen)梳理(li)(li)全年工作完(wan)成情況,包括(kuo)文化建設、經營指標、未(wei)完(wan)成的工作任務(wu),在梳理(li)(li)的時候對照一年來公(gong)司發布的文件、通知(zhi)、今(jin)年總經理(li)(li)辦公(gong)會紀要,以及全年公(gong)司和部門的工作計(ji)劃與安排。

(五)年終前的工作重點(dian)

一、確保項目安(an)全生(sheng)產,尤其在迎接二十大(da)召開(kai)期間(jian),同時新冠疫情防控(kong)上,嚴(yan)格按照綿(mian)陽(yang)市衛(wei)生(sheng)主管(guan)部(bu)門的規定認真落實完成。

二、加強監理費(fei)收取工作。

三、廉政建設不能放松。

四、完善監理(li)(li)(li)內業資(zi)料,規避監理(li)(li)(li)風險,控制(zhi)現場實(shi)體質(zhi)量。現在監理(li)(li)(li)公(gong)司服(fu)(fu)務水平高低,更(geng)(geng)多地是(shi)看我們的(de)(de)(de)實(shi)體質(zhi)量,一定要摒棄以前(qian)那種“已經(jing)發(fa)了監理(li)(li)(li)通知,是(shi)否(fou)得到落實(shi)與(yu)我無關(guan)”的(de)(de)(de)錯誤思(si)想(xiang),那是(shi)不負責任的(de)(de)(de)表(biao)現。雖然我們要合理(li)(li)(li)規避風險,但更(geng)(geng)多更(geng)(geng)重要地堅持為(wei)人民服(fu)(fu)務的(de)(de)(de)理(li)(li)(li)念,為(wei)建(jian)設(she)單位著想(xiang),切(qie)實(shi)管控實(shi)體質(zhi)量。同時搞好(hao)現場安全文明(ming)施工(gong),嚴格控制(zhi)經(jing)濟簽證,防(fang)止(zhi)國有資(zi)產流失(shi)。

五、處理好(hao)與主管部門(men)、參建單位的(de)關系(xi),在(zai)交(jiao)往過(guo)程中(zhong)注意自身的(de)一言一行,注重(zhong)細節,講求溝通(tong)交(jiao)流的(de)方式方法和技巧,這樣人才(cai)(cai)會(hui)走得更高,外界對你的(de)評價才(cai)(cai)更高,口碑(bei)才(cai)(cai)會(hui)更好(hao)。

六、臨近年底,還要(yao)注意農民工工資的(de)發放問題,希望我們(men)監理在(zai)力所(suo)能及的(de)前提下(xia),多關心農民工權益,還要(yao)為(wei)他們(men)多呼吁。

七、希望機關秉持“愛員工(gong)(gong)、留員工(gong)(gong)、護員工(gong)(gong)”的(de)理(li)念(nian)熱情服務。發布通知、調遣人員,要(yao)在(zai)充分調查(cha)的(de)基礎(chu)上(shang)妥善處(chu)理(li),不要(yao)想(xiang)當(dang)然的(de)辦事,要(yao)為職工(gong)(gong)服好務,體現(xian)(xian)機關火車(che)頭作用。防止管理(li)中出現(xian)(xian)政出多門的(de)現(xian)(xian)象(xiang),在(zai)嚴格監督的(de)同時(shi)又要(yao)多服務、多指(zhi)導,充分聽取群眾的(de)意見(jian),廣泛收集職工(gong)(gong)建議(yi)。在(zai)管理(li)時(shi)群策群力,多商(shang)量和討(tao)論,在(zai)涉及職工(gong)(gong)利益(yi)的(de)問題上(shang),堅持“有付(fu)出就有收獲”的(de)原則(ze),公平公正地(di)處(chu)理(li)。

今天(tian)會議,指出(chu)了上一季度公(gong)司管(guan)理中存在的問題,但更重要地提出(chu)了要求,我相信在公(gong)司的統一指揮(hui)下(xia),在機關(guan)強有力的管(guan)理下(xia),公(gong)司一定會有更加美(mei)好的未(wei)來!
