 四(si)川正(zheng)菱(ling)建設監(jian)(jian)理(li)咨詢有限(xian)公司成立(li)于1999年12月,具有房屋建筑工程甲(jia)級、市(shi)政公用工程甲(jia)級及公路(lu)工程、人民防空、水利水電工程的(de)監(jian)(jian)理(li)資質。公司經過14年的(de)發展,歷經了(le)坎坷,也取得了(le)驕人的(de)成績,特別是(shi)從2009年公司調整領導班子后,在新的(de)領導班子強有力的(de)領導下(xia),公司的(de)變化正(zheng)如省、市(shi)領導評價(jia)的(de)“煥然一新、脫胎換(huan)骨、讓人震(zhen)撼”。

 在公(gong)司的發展過程中,我們(men)主要抓了以(yi)下(xia)幾項管理工作(zuo),如有(you)不(bu)妥之處(chu)請領(ling)導與同行給予指(zhi)正(zheng)。

 一、狠抓(zhua)公司制(zhi)度建設(she),強化內部管(guan)理

(一)狠(hen)抓(zhua)制度建設

 2009年新(xin)上任總經(jing)理(li)針對公(gong)司(si)現狀及(ji)面臨的(de)新(xin)挑戰、新(xin)機遇,對公(gong)司(si)管理(li)工作提出(chu)了新(xin)的(de)要(yao)求,細(xi)化了經(jing)營(ying)管理(li)的(de)各項規(gui)章制度。

 1、建立具有正菱(ling)特色的經營管理制度

 為強化公(gong)(gong)(gong)(gong)司內部(bu)管(guan)(guan)(guan)(guan)理(li)(li),公(gong)(gong)(gong)(gong)司經過多輪討論,廣(guang)泛征(zheng)求(qiu)(qiu)職(zhi)工意見,細化了(le)原有(you)公(gong)(gong)(gong)(gong)司的(de)(de)(de)(de)(de)(de)(de)規(gui)章制(zhi)度,形成了(le)現(xian)(xian)行公(gong)(gong)(gong)(gong)司經營(ying)管(guan)(guan)(guan)(guan)理(li)(li)制(zhi)度。該制(zhi)度涵蓋了(le)公(gong)(gong)(gong)(gong)司經營(ying)管(guan)(guan)(guan)(guan)理(li)(li)的(de)(de)(de)(de)(de)(de)(de)方方面面,從(cong)公(gong)(gong)(gong)(gong)司機(ji)關各(ge)部(bu)門管(guan)(guan)(guan)(guan)理(li)(li)到項(xiang)目監理(li)(li)部(bu)的(de)(de)(de)(de)(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)(li),從(cong)職(zhi)工的(de)(de)(de)(de)(de)(de)(de)各(ge)項(xiang)行為準則(ze)到職(zhi)工的(de)(de)(de)(de)(de)(de)(de)福利待遇、文娛活動,從(cong)職(zhi)工的(de)(de)(de)(de)(de)(de)(de)學習到綜合水平的(de)(de)(de)(de)(de)(de)(de)提(ti)(ti)升,從(cong)現(xian)(xian)場實(shi)體管(guan)(guan)(guan)(guan)理(li)(li)到現(xian)(xian)場監理(li)(li)資(zi)料(liao)的(de)(de)(de)(de)(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)及如何(he)(he)規(gui)避(bi)監理(li)(li)風險,從(cong)如何(he)(he)協調(diao)內外(wai)關系(xi)(xi)、上(shang)下(xia)關系(xi)(xi)到與(yu)業主建(jian)立良(liang)好(hao)的(de)(de)(de)(de)(de)(de)(de)合作(zuo)(zuo)關系(xi)(xi),從(cong)工程開(kai)工到監理(li)(li)費用的(de)(de)(de)(de)(de)(de)(de)收(shou)取等方面都做(zuo)出了(le)具(ju)體細致的(de)(de)(de)(de)(de)(de)(de)規(gui)定和(he)要求(qiu)(qiu)。該套制(zhi)度的(de)(de)(de)(de)(de)(de)(de)最大特(te)點是針對(dui)每項(xiang)規(gui)定和(he)要求(qiu)(qiu)都有(you)對(dui)應的(de)(de)(de)(de)(de)(de)(de)獎罰(fa)(fa)標準和(he)額度,具(ju)有(you)較強的(de)(de)(de)(de)(de)(de)(de)可操(cao)作(zuo)(zuo)性,如:上(shang)班時(shi)間(jian)須堅守工作(zuo)(zuo)崗位,不(bu)得串崗,否(fou)(fou)則(ze)處(chu)罰(fa)(fa)30元(yuan)/次(ci),上(shang)班時(shi)間(jian)不(bu)得干私活,否(fou)(fou)則(ze)處(chu)罰(fa)(fa)200元(yuan)/次(ci)、不(bu)得吃(chi)零(ling)食,否(fou)(fou)則(ze)處(chu)罰(fa)(fa)10元(yuan)/次(ci)、不(bu)得玩電腦(nao)游戲,否(fou)(fou)則(ze)處(chu)罰(fa)(fa)50元(yuan)/次(ci)等,制(zhi)度的(de)(de)(de)(de)(de)(de)(de)各(ge)項(xiang)規(gui)定都與(yu)經濟掛鉤,讓職(zhi)工清楚地知道自己(ji)應該怎么工作(zuo)(zuo)和(he)怎么才能做(zuo)好(hao)工作(zuo)(zuo),以及如何(he)(he)提(ti)(ti)高自己(ji)的(de)(de)(de)(de)(de)(de)(de)綜合素(su)質和(he)水平,怎樣做(zuo)一名(ming)合格的(de)(de)(de)(de)(de)(de)(de)正菱職(zhi)工。該套制(zhi)度打破了(le)傳(chuan)統的(de)(de)(de)(de)(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)模式,獨辟蹊(xi)徑(jing)地創建(jian)了(le)正菱監理(li)(li)公(gong)(gong)(gong)(gong)司的(de)(de)(de)(de)(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)方式,充分體現(xian)(xian)了(le)正菱公(gong)(gong)(gong)(gong)司的(de)(de)(de)(de)(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)特(te)點。

 2、建立(li)科學(xue)的(de)管理體(ti)系

 為了(le)提升公司管(guan)理(li)工作的(de)(de)(de)水(shui)平, 從2010年開始公司對全體職工進(jin)行(xing)了(le)GB/T19001-2008/ISO9001:2008《質量(liang)管(guan)理(li)體系(xi)》、GB/T2400—2004/ISO14001:2004《環境管(guan)理(li)體系(xi) 》、GB/T 28001-2011/OHSAS 18001:2007《職業健(jian)康(kang)安全管(guan)理(li)體系(xi)》學(xue)習培訓,并根據標準要求建(jian)立了(le)公司的(de)(de)(de)管(guan)理(li)體系(xi)和體系(xi)文件,于2011年通過認證(zheng)(zheng)機構的(de)(de)(de)審核,取得了(le)上(shang)述三體系(xi)的(de)(de)(de)認證(zheng)(zheng)證(zheng)(zheng)書。通過三體系(xi)的(de)(de)(de)運(yun)行(xing),公司的(de)(de)(de)管(guan)理(li)工作從傳統的(de)(de)(de)管(guan)人管(guan)事走向了(le)更加科學(xue)規范的(de)(de)(de)系(xi)統運(yun)行(xing)的(de)(de)(de)體系(xi)管(guan)理(li)之(zhi)路。

 3、建(jian)立具(ju)有正菱特色的工(gong)作(zuo)程(cheng)序(xu)及流(liu)程(cheng)

 為(wei)確保各(ge)(ge)項(xiang)(xiang)工(gong)(gong)(gong)作(zuo)(zuo)有序(xu)開展,針對公司(si)監理(li)(li)(li)(li)(li)工(gong)(gong)(gong)程(cheng)項(xiang)(xiang)目(mu)點多(duo)面廣(guang)、人員分散的(de)(de)(de)(de)情況,結合機關(guan)各(ge)(ge)部(bu)(bu)(bu)(bu)門(men)和(he)(he)現場(chang)(chang)項(xiang)(xiang)目(mu)監理(li)(li)(li)(li)(li)部(bu)(bu)(bu)(bu)的(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)特(te)點,在(zai)公司(si)總經理(li)(li)(li)(li)(li)的(de)(de)(de)(de)親(qin)自主(zhu)持下,經過兩個月的(de)(de)(de)(de)反復磋商,于2012年(nian)出臺(tai)了公司(si)管(guan)理(li)(li)(li)(li)(li)工(gong)(gong)(gong)作(zuo)(zuo)流(liu)(liu)程(cheng)圖(tu)。該(gai)流(liu)(liu)程(cheng)圖(tu)范(fan)圍廣(guang)、過程(cheng)詳,涵蓋了公司(si)管(guan)理(li)(li)(li)(li)(li)機構和(he)(he)各(ge)(ge)項(xiang)(xiang)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)所有過程(cheng)。流(liu)(liu)程(cheng)圖(tu)對機關(guan)各(ge)(ge)部(bu)(bu)(bu)(bu)門(men)的(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)、機關(guan)部(bu)(bu)(bu)(bu)門(men)間(jian)的(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)、現場(chang)(chang)項(xiang)(xiang)目(mu)監理(li)(li)(li)(li)(li)部(bu)(bu)(bu)(bu)的(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)都做了詳細的(de)(de)(de)(de)規定和(he)(he)要求。流(liu)(liu)程(cheng)圖(tu)的(de)(de)(de)(de)出臺(tai)形象(xiang)地明確了機關(guan)各(ge)(ge)部(bu)(bu)(bu)(bu)門(men)和(he)(he)項(xiang)(xiang)目(mu)監理(li)(li)(li)(li)(li)部(bu)(bu)(bu)(bu)的(de)(de)(de)(de)所有職責(ze)(ze)和(he)(he)權限及各(ge)(ge)項(xiang)(xiang)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)程(cheng)序(xu)與(yu)流(liu)(liu)程(cheng)。按照(zhao)流(liu)(liu)程(cheng)圖(tu)的(de)(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)程(cheng)序(xu)和(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)流(liu)(liu)程(cheng)開展工(gong)(gong)(gong)作(zuo)(zuo),可(ke)以杜絕機關(guan)部(bu)(bu)(bu)(bu)門(men)間(jian)和(he)(he)部(bu)(bu)(bu)(bu)門(men)與(yu)項(xiang)(xiang)目(mu)監理(li)(li)(li)(li)(li)部(bu)(bu)(bu)(bu)間(jian)的(de)(de)(de)(de)推諉、扯皮、推卸(xie)責(ze)(ze)任(ren)、工(gong)(gong)(gong)作(zuo)(zuo)程(cheng)序(xu)不清、流(liu)(liu)程(cheng)不明的(de)(de)(de)(de)現象(xiang),使公司(si)的(de)(de)(de)(de)各(ge)(ge)項(xiang)(xiang)管(guan)理(li)(li)(li)(li)(li)工(gong)(gong)(gong)作(zuo)(zuo)更加程(cheng)序(xu)化、規范(fan)化。

(二(er))強化內(nei)部管(guan)理

 公司(si)(si)(si)組建監察部,建立(li)綜合(he)考評(ping)制(zhi)(zhi)度(du)、定期考試制(zhi)(zhi)度(du),實行(xing)公司(si)(si)(si)職工崗位分級制(zhi)(zhi),開展批評(ping)與(yu)自我(wo)批評(ping)的(de)民主評(ping)議活動(dong),強(qiang)化了公司(si)(si)(si)內部管(guan)理。

 1、公司成(cheng)立監察部

 公(gong)司(si)機(ji)關各部門、現(xian)場(chang)項(xiang)目監理部及全體職工如(ru)何不偏(pian)不倚按(an)制(zhi)度要求(qiu)去(qu)開展各自的工作,如(ru)何落實(shi)制(zhi)度的各項(xiang)規定,公(gong)司(si)必須設(she)立(li)監督(du)部門進行監督(du)、考核及考評,由此公(gong)司(si)監察(cha)(cha)部應運而生,監察(cha)(cha)部直接對總經(jing)理負(fu)責(ze),設(she)監察(cha)(cha)部經(jing)理1名,監察(cha)(cha)部成(cheng)員10名。

 為(wei)了(le)規(gui)范監(jian)(jian)(jian)察(cha)部(bu)(bu)(bu)的(de)日(ri)常管(guan)理(li)(li)工(gong)作(zuo)(zuo)(zuo),公司(si)(si)制定(ding)(ding)(ding)了(le)監(jian)(jian)(jian)察(cha)部(bu)(bu)(bu)管(guan)理(li)(li)辦法,從組(zu)織機(ji)構(gou)及(ji)檢(jian)(jian)查(cha)原則、檢(jian)(jian)查(cha)依據、檢(jian)(jian)查(cha)內(nei)容(rong)、檢(jian)(jian)查(cha)標準(zhun)等(deng)(deng)方面做了(le)詳細的(de)規(gui)定(ding)(ding)(ding)。監(jian)(jian)(jian)察(cha)部(bu)(bu)(bu)負責對(dui)公司(si)(si)機(ji)關(guan)各部(bu)(bu)(bu)門、分公司(si)(si)、各現場(chang)項目(mu)監(jian)(jian)(jian)理(li)(li)部(bu)(bu)(bu)及(ji)全體(ti)職(zhi)(zhi)工(gong)的(de)工(gong)作(zuo)(zuo)(zuo)、行(xing)(xing)(xing)為(wei)準(zhun)則等(deng)(deng)情(qing)(qing)況(kuang)進行(xing)(xing)(xing)定(ding)(ding)(ding)期與(yu)不定(ding)(ding)(ding)期地(di)監(jian)(jian)(jian)督與(yu)檢(jian)(jian)查(cha)。包括(kuo)學習(xi)情(qing)(qing)況(kuang)、思想行(xing)(xing)(xing)為(wei)、維護公司(si)(si)與(yu)公司(si)(si)領導(dao)形象(xiang)、制度執行(xing)(xing)(xing)、合同管(guan)理(li)(li)、監(jian)(jian)(jian)理(li)(li)業務(wu)信息收(shou)集、協調溝通能(neng)力、監(jian)(jian)(jian)理(li)(li)費收(shou)取(qu)、監(jian)(jian)(jian)理(li)(li)內(nei)業資料、規(gui)避監(jian)(jian)(jian)理(li)(li)風(feng)險、工(gong)程實體(ti)監(jian)(jian)(jian)控情(qing)(qing)況(kuang)等(deng)(deng)方面內(nei)容(rong)進行(xing)(xing)(xing)監(jian)(jian)(jian)督檢(jian)(jian)查(cha)。監(jian)(jian)(jian)察(cha)部(bu)(bu)(bu)每(mei)月建立(li)公司(si)(si)機(ji)關(guan)各部(bu)(bu)(bu)門、各現場(chang)項目(mu)監(jian)(jian)(jian)理(li)(li)部(bu)(bu)(bu)及(ji)全體(ti)職(zhi)(zhi)工(gong)的(de)工(gong)作(zuo)(zuo)(zuo)、行(xing)(xing)(xing)為(wei)準(zhun)則等(deng)(deng)情(qing)(qing)況(kuang)的(de)考(kao)核檔案,根據考(kao)核情(qing)(qing)況(kuang)對(dui)其(qi)(qi)綜(zong)合能(neng)力進行(xing)(xing)(xing)評定(ding)(ding)(ding),其(qi)(qi)評定(ding)(ding)(ding)結(jie)果作(zuo)(zuo)(zuo)為(wei)部(bu)(bu)(bu)門及(ji)職(zhi)(zhi)工(gong)在公司(si)(si)年底評選先進部(bu)(bu)(bu)門(個人(ren)),晉、降(jiang)級(崗(gang)),加薪,離(li)職(zhi)(zhi)的(de)重要依據。

對檢查中發現的(de)偏差(cha)和(he)缺陷分類列項,分析(xi)存(cun)在問(wen)題的(de)原因(yin),提出監察建(jian)議并(bing)作出處理(li)決定(ding)。對檢查中被扣(kou)分并(bing)受到經濟處罰達到3次的(de),對部門(men)領導、總監及直接責任人(ren)進行約談(tan),處罰達到3次以上6次以內的(de),公(gong)司(si)給(gei)予警告、降級、停崗學習直至辭退處理(li)。

 2、建立綜合考(kao)評(ping)制度

 執行(xing)(xing)(xing)(xing)制(zhi)度(du)、落實(shi)制(zhi)度(du)是搞好管(guan)理(li)工(gong)(gong)作的(de)重(zhong)(zhong)要(yao)環節(jie)。為使公(gong)(gong)(gong)司(si)(si)(si)(si)制(zhi)度(du)的(de)貫(guan)徹執行(xing)(xing)(xing)(xing)真正落到實(shi)處,除了(le)強化(hua)平時的(de)監(jian)(jian)(jian)督檢查,公(gong)(gong)(gong)司(si)(si)(si)(si)還建立了(le)部(bu)(bu)門(men)、職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)考(kao)(kao)(kao)評(ping)(ping)(ping)機制(zhi),制(zhi)定(ding)了(le)部(bu)(bu)門(men)及職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)考(kao)(kao)(kao)評(ping)(ping)(ping)管(guan)理(li)規(gui)定(ding)。為使考(kao)(kao)(kao)評(ping)(ping)(ping)工(gong)(gong)作科學(xue)有序、規(gui)范公(gong)(gong)(gong)正,在(zai)考(kao)(kao)(kao)評(ping)(ping)(ping)管(guan)理(li)中每個職(zhi)(zhi)(zhi)(zhi)能部(bu)(bu)門(men)都規(gui)定(ding)了(le)不同的(de)分值(zhi)權重(zhong)(zhong),如對(dui)現(xian)場監(jian)(jian)(jian)理(li)人員的(de)考(kao)(kao)(kao)評(ping)(ping)(ping)由(you)項目總監(jian)(jian)(jian)、公(gong)(gong)(gong)司(si)(si)(si)(si)綜合(he)辦公(gong)(gong)(gong)室、公(gong)(gong)(gong)司(si)(si)(si)(si)監(jian)(jian)(jian)理(li)事業(ye)(ye)部(bu)(bu)、公(gong)(gong)(gong)司(si)(si)(si)(si)監(jian)(jian)(jian)察(cha)部(bu)(bu)及公(gong)(gong)(gong)司(si)(si)(si)(si)領(ling)導(dao)進行(xing)(xing)(xing)(xing)綜合(he)考(kao)(kao)(kao)評(ping)(ping)(ping);對(dui)機關各部(bu)(bu)門(men)則由(you)公(gong)(gong)(gong)司(si)(si)(si)(si)綜合(he)辦公(gong)(gong)(gong)室、公(gong)(gong)(gong)司(si)(si)(si)(si)監(jian)(jian)(jian)察(cha)部(bu)(bu)和(he)公(gong)(gong)(gong)司(si)(si)(si)(si)領(ling)導(dao)進行(xing)(xing)(xing)(xing)綜合(he)考(kao)(kao)(kao)評(ping)(ping)(ping);對(dui)項目總監(jian)(jian)(jian)由(you)機關各職(zhi)(zhi)(zhi)(zhi)能部(bu)(bu)門(men)和(he)公(gong)(gong)(gong)司(si)(si)(si)(si)領(ling)導(dao)進行(xing)(xing)(xing)(xing)綜合(he)考(kao)(kao)(kao)評(ping)(ping)(ping)。綜合(he)考(kao)(kao)(kao)評(ping)(ping)(ping)分季(ji)度(du)考(kao)(kao)(kao)評(ping)(ping)(ping)和(he)年(nian)(nian)度(du)考(kao)(kao)(kao)評(ping)(ping)(ping)。季(ji)度(du)考(kao)(kao)(kao)評(ping)(ping)(ping)被評(ping)(ping)(ping)為前(qian)兩名的(de)集體,公(gong)(gong)(gong)司(si)(si)(si)(si)授予流動紅旗(qi)并發(fa)給(gei)獎勵金,并列為年(nian)(nian)度(du)優(you)秀(xiu)(xiu)集體評(ping)(ping)(ping)選的(de)候(hou)(hou)選單位;在(zai)季(ji)度(du)考(kao)(kao)(kao)評(ping)(ping)(ping)中被評(ping)(ping)(ping)為前(qian)十名的(de)優(you)秀(xiu)(xiu)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong),給(gei)予崗位晉級提升工(gong)(gong)資水(shui)平,并作為年(nian)(nian)度(du)優(you)秀(xiu)(xiu)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)和(he)先進積極分子的(de)候(hou)(hou)選人。對(dui)考(kao)(kao)(kao)評(ping)(ping)(ping)結(jie)果在(zai)末位三(san)名的(de)集體,公(gong)(gong)(gong)司(si)(si)(si)(si)給(gei)予黃牌警告,部(bu)(bu)門(men)負(fu)責人和(he)總監(jian)(jian)(jian)及公(gong)(gong)(gong)司(si)(si)(si)(si)分管(guan)領(ling)導(dao)承擔領(ling)導(dao)責任,并在(zai)公(gong)(gong)(gong)司(si)(si)(si)(si)QQ群或公(gong)(gong)(gong)司(si)(si)(si)(si)網(wang)站進行(xing)(xing)(xing)(xing)通(tong)報(bao),監(jian)(jian)(jian)察(cha)部(bu)(bu)將(jiang)其列為重(zhong)(zhong)點監(jian)(jian)(jian)查對(dui)象(xiang)。對(dui)于職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)道德差、業(ye)(ye)務水(shui)平差、績效差、遵守制(zhi)度(du)差、團隊意識差、不擔當責任等問(wen)題突(tu)出的(de)末尾1至3名職(zhi)(zhi)(zhi)(zhi)工(gong)(gong),公(gong)(gong)(gong)司(si)(si)(si)(si)給(gei)予經濟處罰、約談(tan)、降崗降級或清退處理(li)。

 3、建立定期(qi)考(kao)試制度(du)

 公(gong)司(si)要求職(zhi)工(gong)必須從被動(dong)學(xue)(xue)習(xi)(xi)向主動(dong)學(xue)(xue)習(xi)(xi)轉(zhuan)變,從零碎(sui)學(xue)(xue)習(xi)(xi)向系統(tong)學(xue)(xue)習(xi)(xi)轉(zhuan)變,克服學(xue)(xue)習(xi)(xi)上(shang)的懶惰性,克服學(xue)(xue)習(xi)(xi)上(shang)的隨意性。為使公(gong)司(si)職(zhi)工(gong)的專業水(shui)平、組織管理(li)(li)能力(li)(li)、溝通協(xie)調能力(li)(li)、應(ying)對能力(li)(li)和處理(li)(li)問題(ti)的能力(li)(li)及(ji)團結協(xie)作能力(li)(li)等(deng)綜合素質不斷提升,公(gong)司(si)每年(nian)10月份定期組織職(zhi)工(gong)業務技能考試,考試內容(rong)(rong)涉及(ji)法律(lv)法規(gui)、公(gong)司(si)制度、監(jian)理(li)(li)規(gui)范(fan)、四川省建(jian)設工(gong)程項目監(jian)理(li)(li)工(gong)作質量考評(ping)辦法的內容(rong)(rong)、施(shi)(shi)工(gong)規(gui)范(fan)、施(shi)(shi)工(gong)技術等(deng),根據(ju)考試結果,實行末尾5名(含并列名次)淘(tao)汰制。

 4、開展批評與(yu)自(zi)我批評的民主評議活動
